The 23rd session of the Conference of the Parties (COP23) to the United Nations Framework Convention on Climate Change was held in Bonn from 6 to 17 November. Negotiators were expected to make progress on the rulebook for the implementation of the Paris Agreement and discuss the mechanism that would enable an increase in national commitments, as current pledges are insufficient to reach the Agreement’s goal to limit global warming to well below 2 degrees. The Conference also sought to shed a greater light on the need to adapt to the effects of climate change since it was presided over by Fiji, an island particularly vulnerable to rising sea levels and extreme weather.
This Policy Dialogue explored the outcomes and lessons learned from COP23, the next steps for the implementation of the Paris Agreement, as well as the EU’s role in its implementation.
