The European Union and the United States have longstanding policies in supporting democracy abroad but a limited track record of collaboration. Although their approaches sometimes differ, there are signs of gradual convergence toward an emphasis on strengthening civil society from the bottom up.
The EPC, along with Freedom House and the European Endowment for Democracy, brought together key experts to debate this transatlantic policy and explore the opportunities and tactics for its improvement: Jerzy Pomianowski, Executive Director of the European Endowment for Democracy (EDD); Thomas Melia, US Deputy Assistant Secretary of State in the Bureau of Democracy, Human Rights and Labour; Alexander Graf Lambsdorff,Member of European Parliament and Chair of the EED Executive Committee; David Kramer,President of Freedom House; Richard Youngs,Senior Fellow at the Carnegie Endowment for International Peace; and Rosa Balfour, Senior Policy Analyst and Head of the Europe in the World Programme at EPC.
