It was generally agreed that any solution needs to respond to a wide range of often differing interests from creators, innovators, rights holders, intermediates and consumers, while also taking on board new technologies and new business models. There was also a broad consensus that any reform of Europe’s copyright framework would have to be flexible and mindful of current exemptions, levies and limitations.
