The policy dialogue was split into two panels. One was on innovation as a driver of economic growth in India and the other on global cooperation to foster innovation. A big part of the dialogue was about the shortcomings in terms of intellectual property protection and enforcement in India and how improving that could incentivise foreign companies to come to India. The slow speed of the Indian patent office and the obligation to file practice reports were among the obstacles faced by companies in filing patents in the country. The need to give a boost to EU-India discussions was also mentioned. As for global cooperation, it emerged from the discussion that more could be done here and that, for example, there was a lack of progress in implementing the EU-India strategic partnership. There could be added value in working under an EU umbrella rather than bilaterally. One participant argued that there was scope for this while another argued that trilateral cooperation between India, the EU and the US would be difficult to achieve as things were already complex with bilateral cooperation.
