This Briefing was held to discuss the key outcomes of the European Council Summit on 15 October. A panel of experts was brought together to analyse what was – and was not – discussed, to consider the challenges ahead and potential next steps. A major topic of discussion during the Summit was migration, including a new so-called EU-Turkey Action Plan, preparations for the Valetta Summit in November and the up-coming high-level conference on the Western Balkans route. In addition, heads of state and government – on the basis of work undertaken by the Council and the Commission – were scheduled to evaluate discussions on the Five Presidents Report (on the future of Economic and Monetary Union, issued in June 2015). It was also expected that the President of the European Council would use the Summit to inform other EU leaders on developments with respect to the in/out referendum in the UK and set out his intentions for the process ahead.
