The March 2016 EU Summit focused almost exclusively on the deal between Turkey and the EU, a crucial part in the broader attempt to make progress on managing the refugee crisis. At this Post-Summit Briefing, Fabian Zuleeg, Janis A. Emmanouilidis and Peter Fritz assessed the outcome of the Summit and discussed the controversial EU-Turkey deal, which foresees a return of newly-arrived migrants from Greece to Turkey and a direct resettlement of Syrians from Turkey to the EU on the grounds of a ‘1-for-1’ scheme. Although all agreed that such a deal – even if on the edge of international law – is necessary to get the situation under control and create political space for further measures, there are still far too many uncertainties for it be called a sound success.
