Fabian Zuleeg, EPC Chief Executive, and Janis A. Emmanouilidis, EPC Director of Studies, discussed the outcome of the December 2017 EU Summit. EU leaders had some cause for celebration, such as the establishment of PESCO and new initiatives in the areas of education, culture and social policies. But it also became clear how divided they still are on migration and on the future of Economic and Monetary Union (EMU). The European Council conclusions also mentioned that ‘sufficient progress’ had been made in the Brexit negotiations to move into Phase 2.
