The Commission’s proposal for a Directive establishing the European Electronic Communications Code as part of its proposed connectivity package, represents a substantial revision and comes at a critical time for both industry and consumers. Following some rushed attempted changes in 2013, the Commission appears to have put forward a set of well thought-out and integrated proposals. In order to examine the proposal in more detail, the EPC brought together a panel of industry experts and policy makers to provide some initial thoughts and to assess whether the measures fully address industry and consumer concerns.
