The 19th United Nations Conference on Climate Change, held in Warsaw on 11-22 November, saw serious debate over the roadmap to Paris, funding and responsibility sharing. Extensive discussion is needed among the G20 major economies to develop a common understanding on how to take matters forward, and an EU pledge to cut emissions by 40% by 2030 would not be sufficient, heard participants in this EU-Asia Policy Panel.
