This Policy Dialogue discussed the European Commission’s Clean Energy package launched on 30 November and particularly the proposals for the reform of electricity market design. The current design was elaborated to serve an electricity system based on centralised power generation, dominated by conventional fuels, and was mainly driven by the need to reduce barriers to the internal market. However, in the light of the decarbonisation agenda, intermittent and decentralised renewable energy sources are coming onto the market, requiring the development of a new, more flexible model to ensure a smooth transition and better respond to the requirements of the EU’s long-term energy objectives. This Policy Dialogue assessed how far the package responds to the EU’s objectives in terms of decarbonisation and security, and the likely challenges for its implementation.
