The New Pact on Migration: Some answers, more questions

The Commission has finally launched the New Pact on Migration. After years of gridlock, Commission Vice-President of Schinas and Commissioner Johansson seem confident that this set of proposals can bridge the gap between the member states and deliver real progress on EU migration reform.

Marie De Somer, Head of the EPC's Migration and Diversity programme, Olivia Sundberg Diez, EPC Policy Analyst, and Matthias Lücke, coordinator of the MEDAM project (Mercator Dialogue on Asylum and Migration)assess the New Pact's strengths and weaknesses. What is it that is 'new' about this proposal? What are the chances that it will lead to actual reform? And can the new solidarity mechanism convince the more sceptical member states?

How to talk about migration in Africa? Recommendations from five African countries for European policymakers
Olivia Sundberg Diez spoke at an online policy discussion on ‘How to talk about migration in Africa? Recommendations from five African countries for European policymakers’, organised by the German Council on Foreign Relations (DGAP) and attended by high-level EU policymakers. She provided her analysis on the findings of a recent DGAP report and issued recommendations for future EU-Africa cooperation on migration in light of recent policy developments.

Hearing on New Pact on Migration and Asylum
Olivia Sundberg Diez took part in the EESC’s public hearing on the European Commission’s proposed New Pact on Migration and Asylum, where she shared her analysis on the proposals on solidarity and returns. She argued, first, that the newly proposed solidarity mechanism may fail to provide tangible and predictable support to states of first arrival and could require a very complex matching exercise between member states. Second, she warned that the proposed return sponsorship mechanism could weaken protections for migrants subject to return, including through the creation of now accountability gaps in return processes, and through a lack of minimum protections or integration prospects after being transferred to another member state. Third, she warned that the Pact’s reliance on accelerating return and readmission is one of its weaknesses, and the failure to fulfil this objective could compromise the coherence of the proposals. Finally, she noted that the assessment of the New Pact’s proposals must focus on their implications in practice – their implementation, monitoring and enforcement – and not only the text of the legislation.
