Join us for the launch of the fourth edition of the EPC’s Outlook Paper, one of our flagship publications offering a snapshot analysis of global developments through the lens of the European Union (EU).
 
This year’s edition explores the challenges and opportunities shaping the EU’s foreign and security policy in 2025, providing guidance for the Union and its member states. In keeping with tradition, we launch the Outlook paper on the anniversary of Russia’s full-scale invasion of Ukraine - a war that continues to influence many of the key themes explored in the paper.
 
Titled "Europe in the World in 2025: Navigating a Perilous World with Realism and Ambition", this edition reflects the profound geopolitical changes defining our time. From transatlantic economic and security relations to the EU’s aspirations to jointly deliver on security, prosperity and democracy, the paper argues that it’s time for the EU to "rewire and rearm.”
 
Cutting through the noise, the Outlook paper 2025 offers clear-eyed analysis of global power shifts and the EU’s evolving role. With a strong focus on longer-term strategy over immediate reactions, the paper provides insights and forward-looking recommendations for the EU to navigate what looks like a testing world.
 
Change comes with opportunity, in particular when it comes to forging new partnerships. This edition of the paper explores these avenues and thereby helps shape a realistic and hands-on foreign and security policy agenda for the EU in the year to come.
